Does anyone know a (modern) replacement rim which would fit the Sugga ?

Originals are very decentered, and I want to replace them and get rid off the steering wheel balance.

"Decentered"? The original rims are surely designed to fit the vehicle and allow for decent steering, and to provide proper bearing load etc under normal driving condidtions. Any changes to the offset will be detrimental to the driveability, and to the reliability of the steering/handling of the vehicle.

maybe I did not found the right world - they wobble

I want some rims which would be properly build, maybe not welded ...

I guess you mean they are unbalanced or actually "warped", as in not being perfectly straight. The outer part wobbles, because there is a deformation of the center part? I had that problem and it could be corrected by using a hydraulic press and restoring the inner part (with the bolt holes) to being parallell with the outer part. It required several tons of pressure and and careful handling of the press, but it was pretty easy, actually.

Usually, rims can be restored with specialized tools (press), but I was told it might not work on welded rims. If you did it, and had a good result, I'll give it a try,,,
